Roy Payamal is the wildest busker in Singapore, ranked the world`s most emotionless society. He treats his undermined line of work as serious art-but is his faith idealism or conviction? Singapore Minstrel invites us into his magical, trying mind, where art and life dialogue in a tropical dream. An old-time pioneer of the local scene, dubbed the `Silver Man`, Roy creates spectacular installations for his mind-boggling acts. His street colleagues are a troupe of offbeat buskers-from a 70-year-old man who dances Gangnam Style with vitality, to a guitarist trying to pass busking auditions. The film flows kaleidoscopically between interviews, fantasy sequences, and raw phone footage. Unraveling Roy`s busking journey alongside the state`s street performance policies, the film spotlights a gang of eccentric underdogs, examining what culture means in a bureaucratic metropolis.
